My car is like that. When TC is ON, there is no light, but when it is OFF, the button has a light that goes on saying it's off.

Granted mine is a '99, but I don't think it's that different in this sense.

the light comes on and flashes in the dash when it's active (spinning, sliding, etc)... and the button lights off "TC OFF" when it's off.

Whenever the car is first started traction control is automatically engaged you have to turn it off theres no light for it being on bc its always on.

Be careful, my friend, who is on here (Stick Shifty), his car had the package with the TC but they put the wrong buttons on/dash configuration so he had it but never knew because it wouldn't turn on, or turn off - one of those things.
