If those seem pretty steep, you may be able to pay a fellow member to do it, since many have done it. You may or may not need a different size belt. I bought several belts until I got one that was and nice and tight on it, otherwise when you are in woot, it will slip on you. I had Globex do the install and it went flawlessly.....again it totally depends on what you can afford.
A belt is around $20-$30 for a really good one like Goodyear's Gatorback. You don't really need a dyno tune or an immediate tune but should consider getting one when you have the funds for it.....AM's with their unlimited tunes for life is the best solution.
